2017 Hearing Officer Course

The OACP Hearing Officer Committee in partnership with Georgian College is pleased to offer a five-day training course entitled Introduction to PSA Adjudication.

Venue: Ontario Police College, Aylmer, ON
Date:    October 23rd to October 27th, 2017

Course instruction includes:

  • Principles of Legal Research
  • Overview of Parts II.1 and V PSA – Public Complaints
  • Overview of Part V PSA – Internal Complaints
  • Current Trends & Issues in Professional Standards
  • Overview of the PSA Disciplinary System
  • Overview of PSB Investigations
  • Legal and Evidentiary Issues, and Relevant Legislation
  • Code of Conduct and Unsatisfactory Work Performance
  • Principles Governing Dispositions
  • Role of the Adjudicator & the PSA Hearing
  • Writing Rulings/Decisions (motions, judgements, dispositions)

There is a considerable review of the relevant legislation and case law as well as a mock police disciplinary tribunal hearing.  Pre-course and post-course work are required.

Evaluation of Learning:

Delegates are evaluated throughout the course including their pre-course assignments.  To successfully complete this course, candidates must complete a post-course written assignment based course instruction and on a case study presented in a PSA Mock Tribunal Hearing Exercise as assessed by members of the OACP Hearing Officer Committee and course facilitators.

Eligibility Criteria and Candidate Selection:

The legislative requirements to be a hearing officer are set out in section 94 (1) of the Police Services Act.  Specifically, for this course, the rank of inspector or higher, and approved by the Chief of Police or Commissioner of the OPP.

Note:  Candidates at the rank of Staff Sergeant may attend with written approval of the Chief of Police or Commissioner of the OPP, and approval of the OACP Hearing Officer Committee.

Special Requirements:

Candidates require a laptop computer and memory stick.  Textbooks for the course and course materials are supplied as part of registration.  Pre-course assignments will be e-mailed to course candidates on September 4, 2017.

Dress: Uniform or court attire

FEES/DURATION: $2000+ HST for 5 days of training - this includes accommodations, all meals and materials. Registration and payment is made directly to the Ontario Association of Chiefs of Police.

Cancellation Policy:
Cancellations or substitutions must be received in writing to events@oacp.ca
Cancellations made on or before Friday, September 22, 2017, are subject to a full refund less an administrative fee of $100 + HST ($113.00) No refunds will be given after September 22, 2017. We welcome substitutions at no charge.
