RESOLUTION 1996 - 03

AMENDMENTS TO THE YOUNG OFFENDERS ACT
Approved by the Board of Directors at the 45th Annual General Me

WHEREAS; the Minister of Justice of Canada is undertaking a review of the Young Offenders Act RSC 1985, C.Y-A, as amended; and

WHEREAS; statistics reflect a growing incidence of recidivism among young offenders; and

WHEREAS; repetitive criminal activity may be encouraged by anonymity, in that publicity plays a recognized role in the functions of deterrence, rehabilitation and reformation; and

WHEREAS; society has a right to be afforded protection from illegal behaviour and it is in the public interest to know who recidivist offenders are in any community,

BE IT THEREFORE RESOLVED, that the Ontario Association of Chiefs of Police petition the Minister of Justice to amend the Young Offenders Act to provide that the names of young offenders are subject to publication where a young offender is arrested subsequent to conviction for an offence under the Criminal Code of Canada, the Narcotics Control Act and the Food and Drug Act.
